Citizen Potawatomi Nation Administration Building: Designed to Serve for Generations
Shawnee, OK
The new Citizen Potawatomi Nation (CPN) Administration Building brings government operations, leadership and essential services together in a facility designed to support the Nation well into the future. From its illuminated entrance to its carefully detailed interiors, the building combines modern workplace needs with architectural elements that carry meaning for the people it serves.
Crossland delivered the four-story, 89,655-square-foot facility in Shawnee, Oklahoma. The building includes 158 private offices, conference and common areas on each floor, two elevators and an attached Tribal Court on the ground level. The court provides dedicated space for judges, clerks, juries and proceedings, helping centralize important government functions within one connected facility.
The west entrance creates one of the building’s most recognizable features. Seven pillars support an overhead arrow-fletching pattern that continues through the lobby and into the vertical window framing on the north and south sides. Illumination highlights the design after dark, giving the entrance a strong presence and reinforcing the cultural significance carried throughout the architecture.
Architectural precast panels, stone, metal panels and glass shape the building’s contemporary exterior. Inside, extensive walnut millwork brings warmth to the offices and shared spaces through custom paneling, trim and other detailed elements. Carpet, tile, interior stone, decorative glass and linear metal ceilings complete a polished environment designed for both daily operations and public service.
Several architectural features required careful planning and problem-solving in the field. A sweeping curved balcony called for a complex monolithic concrete pour. To create the intended shape, Crossland developed a custom forming system on site, allowing the team to complete the technically demanding pour while maintaining the quality of the finished concrete.
The architectural precast exterior also required close coordination among the project team, engineers, suppliers and installers. As the work progressed, the team refined attachment, waterproofing and sealing methods to support the building envelope and preserve the intended appearance of the precast panels. Early mockups and detailed field reviews helped the team work through critical visual and performance requirements before final installation.
Crossland self-performed concrete, precast erection and portions of the earthwork. The concrete scope later expanded to include approximately $1.3 million in additional paving. Crossland Heavy Contractors supported the project by crushing rock on site, while additional earthwork resources helped maintain progress on parking, landscaping and building access.
Schedule coordination remained important throughout construction. Structural steel lead times, concrete production capacity and evolving site needs required the team to continually adjust sequencing and resources. Through close communication and steady field leadership, Crossland completed the facility ahead of schedule on May 28, 2026.
The Administration Building continues Crossland’s work with the Citizen Potawatomi Nation across several important community investments, including hospitality, gaming and recreation projects. Crossland is grateful for the continued trust and the opportunity to help create a lasting home for the Nation’s teams, leadership and government services.
